Herbert C. Buchanan, Jr., a hospital executive with a diverse background in health care administration and engineering, has been named senior vice president and chief operating officer of the University of Maryland Medical Center in Baltimore. He comes from Northwestern Memorial Hospital in Chicago, where he has served as vice president for operations since 2001.
“Herb Buchanan brings an impressive depth of operational experience to our management team,” says Jeffrey A. Rivest, president and chief executive officer of the University of Maryland Medical Center. He adds that Mr. Buchanan was chosen from a group of highly qualified candidates after a national search. “His extensive experience in hospital clinical and support operations as well as his depth of knowledge in process improvement methodologies make him an ideal addition to our leadership team.”
As a member of the senior leadership team at the 655-bed teaching hospital, Mr. Buchanan will play a significant role in strategic, operational, financial and policy decisions.

A native of Maryland, Mr. Buchanan grew up in Prince George’s County. He received a B.S. degree in mechanical engineering from the Massachusetts Institute of Technology. He holds a master’s degree in mechanical engineering from the University of Michigan and a master’s degree in hospital and health service management from the Kellogg Graduate School of Management at Northwestern University.
Mr. Buchanan served for seven years as the vice president of operations and process improvement at the Huntsville Hospital System in Huntsville, Ala., before joining Northwestern Memorial Hospital as vice president for operations. In announcing Mr. Buchanan’s appointment, Mr. Rivest noted that the executive and physician leadership team at Northwestern Memorial Hospital “is widely recognized for achieving premier standards of customer service.”
Mr. Buchanan has served on numerous boards and has been active in community affairs and inner city youth programs in Chicago. In addition, he has been a preceptor at the Institute for Diversity in Health Management and an instructor in the Oakwood College Healthcare Management program.
The University of Maryland Medical Center, located in downtown Baltimore, provides a full range of health care to people throughout Maryland and the mid-Atlantic region. It has more than 30,000 inpatient admissions each year. The medical center employs more than 5,700 people and provides training for more than half of Maryland's physicians and other health care professionals. The medical center is part of the six-hospital University of Maryland Medical System.
