UMMS Child Protection Team
The Child Protection Team (CPT) of the University of Maryland Medical System is an interdisciplinary
team including the disciplines of pediatrics, nursing, mental health, law, and social work, with
representation from Baltimore City Child Protective Services.
CPT Goals
- Support the efforts of UMMS staff to ensure optimal care of abused and neglected children.
- Education and training of UMMS staff on issues pertaining to child abuse, neglect, and intimate
partner violence.
- Policy development for optimal, effective approaches to address child abuse, neglect and intimate
partner violence.
- Continue quality improvement by tracking abused and neglected children seen at UMMS, and the
services they receive.
The following examples may reflect child abuse or neglect:
Physical Abuse
- Injury pattern suspicious for abuse
- Injury inconsistent with history
Sexual Abuse
- History or disclosure suggestive of sexual abuse
- Age-inappropriate sexualized behavior
- Genital findings suggestive of abuse
- Sexually transmitted infection in prepubertal child
- Pregnancy in young adolescent
Neglect
- Failure to thrive with significant psychosocial problems
- Medical neglect
- Non-adherence (non-compliance) to treatment, jeopardizing child's health
- Dangerous delay in seeking health care
- Grossly inadequate clothing or hygiene
- Extended school absence
Emotional/Psychological Abuse
- Hostile or inappropriate parent-child interaction
- Intimate partner violence
CPT Services
- Information/Resources: The CPT can assist you with identifying resources for children and
families.
- Consultation: The CPT is available for consultation 24 hours a day, 7 days a week.
Consultation may focus on medical or psychosocial evaluation of suspected abuse or neglect, and/or
management and disposition of a case.
- Support and Advocacy: The CPT can help you with court proceedings, and assist you in working
with professionals from outside agencies.
- Education and Training: The CPT offers in-service training to UMMS staff on:
- Child abuse
- Child neglect
- Intimate partner (domestic) violence
- Child and family advocacy
